Florida Public Service Commission Advances Avalon Park Daytona Beach Utility Certificate Application

Commission approves bifurcation of application, clearing the way for a decision on water and wastewater certificates

At its agenda conference on September 10, 2026, the Commission approved a recommendation to divide the application into two parts. The first part addresses the certificates themselves, allowing the Commission to move forward with public notice and a decision on whether to authorize service. The second part, which establishes rates and charges, will be filed separately. The Commission also granted a portion of the company’s request for temporary relief from certain filing requirements, which allows the certificate portion of the case to proceed while the remaining materials are prepared.

“This decision keeps us moving forward on the infrastructure that Avalon Park Daytona Beach families and businesses will depend on,” said Beat Kahli, Founder and Chief Executive Officer of Avalon Park Group.

Avalon Park Group expects to submit the remaining materials required for the first portion of the application to the Commission by mid-October 2026. The materials supporting rates and charges are scheduled to be filed by January 2027.

The company also recognized the ongoing working relationship with its municipal neighbors in the region.

The application is pending before the Florida Public Service Commission under Docket No. 20260099-WS.
