Avalon Park Daytona Beach Continues Efforts Toward Regional Utility Solution

 

 

 

Daytona Beach, FL – (June 17, 2026) – Avalon Park Daytona Beach remains committed to working collaboratively with the City of Daytona Beach, the City of Ormond Beach and regional stakeholders to identify the most efficient and responsible path forward for providing water and sewer utility service to the new town planned for the Daytona Beach area.

Recent discussions, including mediation between the City of Daytona Beach and the City of Ormond Beach, have focused on the best way to serve future residents, businesses and the surrounding region with reliable utility infrastructure. Based on those discussions, Avalon Park Group, through its wholly owned subsidiary Avalon Park Utilities, intends to file the appropriate application with the State of Florida by the end of June 2026 to pursue a private utility solution.

Avalon Park Group has made repeated efforts to meet with and engage the City of Ormond Beach in productive dialogue regarding utility service and related matters. While Avalon Park Daytona Beach continues to prefer an amicable resolution, procedural requirements now require the company to move forward with serving the City of Ormond Beach in connection with the federal lawsuit previously filed in Orlando.

The lawsuit seeks to preserve Avalon Park Daytona Beach’s rights and address damages the company believes have been caused by delays and actions related to the utility matter. Avalon Park Daytona Beach may be required to amend or increase the damages sought as the case progresses, but the company continues to believe that a negotiated resolution would be in the best interest of all parties.

“We do not view litigation as the preferred path,” Kahli said. “Our preference is, and has always been, to come to the table, have meaningful discussions and find a win-win solution. We remain ready to work with Ormond Beach, Daytona Beach and other stakeholders to move this important regional project forward.”

A continued delay in reaching a resolution may create broader impacts beyond the project itself, including uncertainty around future utility revenue opportunities and the potential use of public resources in prolonged litigation. Avalon Park Daytona Beach believes these outcomes can be avoided through constructive dialogue and a shared commitment to regional planning.

Avalon Park Daytona Beach is planned as a mixed-use, master-planned community designed to bring housing, jobs, commercial space, civic uses, parks, trails and community amenities to the region.
